remove retry

Test if there is a large amount of flaky test, goal would
be to mark them individually with:
tailscale.com/cmd/testwrapper/flakytest

to encourage fixing them instead of leaving them broken.

This might be pointless as we might be flaking due to gh
actions low resources.
